ps.As the mod folder system apparently has issues, duplicate a vanilla 1.3/1.4 install and unrar the mod file in the main folder. It should ask if you want to replace files, say yes.
You then need to go to the map folder and delete the "cache" folder within it. It will be recreated by the game on the first launch. Because a lot of people using Win 7/Vista have problems with this step, HERE is a quick explanation what to do. The Steam users sometimes also have difficulties with this.
